Due to the ongoing pandemic, the 2021 Legislative Day will be presented in a different format from previous years. OLC will transition to online programming and grassroots efforts by hosting a virtual Ohio Library Week — April 5-9, 2021 (which will coincide with National Library Week). Meetings with individual legislators (or their office) will be coordinated through OLC’s Legislative Network.
Although this year’s event will take a different form, your engagement is essential to making our voices heard.

This presentation will provide an update on legislation that affects public libraries including the impact of the state’s current biennial budget. You will gain a better understanding of how the Public Library Fund (PLF) has historically been funded and distributed to counties and how current state revenues have affected recent distributions. You will also learn more about the various resources that the OLC can provide to fiscal officers and directors.

Presenter: Mark Bell, Cybersecurity Outreach Coordinator, The Ohio Adjutant General’s Department
Cyber attacks often target government networks to gain access to sensitive personal information of citizens and employees, as well as proprietary software and other information. The challenge for every public library is to identify threats and vulnerabilities, invest in risk mitigation and continually assess and improve cybersecurity efforts. This session will discuss data breaches and how to prevent them. You’ll also learn more about Ohio’s Cyber Reserve and Cyber Range.

11:30 a.m. | Ohio Ethics Law – Can I Do That?
Presenter: Susan Willke, Education & Communications Administrator, Ohio Ethics Commission
This session will assist public employees and public officials in expanding their knowledge of the relationship between their public agencies and the Ohio Ethics Commission. Gain a better understanding of the conflict of interest restrictions imposed upon public officials and employees and how to respond appropriately and legally when faced with such a conflict. The session will outline statutory limitations regarding gifts offered to those in public service from vendors, potential vendors, regulated communities, and interested parties. Susan Wilke will also focus on helping you understand the definition of public contracts under the Ohio Ethics Law and will outline the ethics prohibitions related to public contracts. This will include information regarding illegal authorization of public contracts, selling goods and services to public agencies, and nepotism prohibitions. At the end of this session, you will have a better understanding of how to comply with the Ethics Law while accommodating the needs of your library.

Primary Ohio Public Library Core Competencies Addressed: Programming
The Ohio House of Representatives will soon be completing their initial work on the state budget, House Bill (HB) 110.
Join OLC for an update on all of the changes incorporated in the House version of HB 110 that impact Ohio’s public libraries. We’ll also discuss our advocacy efforts and what lies ahead as the process continues in the Ohio Senate.

Once again, we are at a turning point in this pandemic with the lifting of the statewide health orders. Even though we knew it was coming, we know there are questions and uncertainty. OLC has received emails and phone calls from across the state requesting a forum where library directors can have an open discussion and share their thoughts and plans for services and programming once the orders are lifted on June 2. The OLC will also discuss quarantining materials and virtual public meetings.
We know that many of you have started planning with your staff, but want to hear from others in your region and other parts of the state. OLC will provide that forum through a series of Zoom meetings we are making available to Institutional Member Library directors from different regions of the state.

There is a critical need to engage Ohio’s children during this difficult time. The OLC and the Center of Science and Industry (COSI) have joined forces to support Ohio’s families and capitalize on Summer Reading Programs! The Ohio Distance Learning Initiative is an effort being led by COSI and the State of Ohio, executed in collaboration with the Ohio Library Council as well as other museums and cultural institutions, to provide up to 50 FREE Learning Lunchboxes to each of Ohio’s 251 public library systems.
The Learning Lunchboxes are hands-on fun kits built in partnership with NASA. The space-themed kits provide five days’ worth of learning content. The boxes promote integrated learning in science, technology, engineering, arts, math, and the humanities. Each box activity is aligned with Ohio learning standards.

Each public library system interested in participating in the program and wishing to receive 50 FREE Learning Lunchboxes should complete the form. Only ONE participation form may be submitted per library system. When you complete the form, list the top in-person and/or digital resources your library wishes to highlight (library resources will be promoted as part of the Ohio Distance Learning Initiative and COSI’s Roadshows across the state).
