Who Should Attend:
Library Fiscal Officers and other staff members responsible for managing library finances.

What is Included:
All handouts and materials provided by instructors, morning refreshments, buffet lunch, and afternoon refreshments each day. All attendees will receive a free electronic copy of the Ohio Public Library Accounting Handbook after the Conference.

CPIM Credit
This two-day conference is designed to provide 10.25 hours of continuing education credit for the Ohio Treasurer’s Center for Public Investment Management (CPIM). Participants can choose to attend either day (Day One = 5;  Day Two = 5.25 credits). You must report your own hours for EACH day to MyCPIM by 5:00 p.m. on April 23, 2020.

CPE CREDIT:
This conference qualifies for 13.5 continuing professional education (CPE) credits with the Ohio Accountancy Board. For every 50 Minutes, an individual earns one credit hour. Each one hour session is worth 1.2 credits and the one hour and 15 minute session is worth 1.5 credits for a possible 13.5 credits for the full conference (Day One = 7.2 credits, Day Two = 6.3 credits). To be eligible, you must sign in at the beginning of the day and sign out when you leave at the end of the day.

This presentation will provide an update on legislation that affects public libraries including the impact of the state’s current biennial budget. Gain a better understanding of how the Public Library Fund (PLF) has historically been funded and distributed to counties and how current state revenues have affected recent distributions. You will also learn more about the various resources that the OLC can provide to fiscal officers and directors.

In Ohio, the “sunshine laws” refer to Ohio’s Public Records Act and Open Meetings Act. These laws are based on the idea that there should be transparency in government, with public access to records, meetings, and activities of government, including public libraries. This session will provide an overview of best practices for public records management and disposal for public libraries in Ohio. It will cover exemptions to the Public Records Act and how they specifically apply to libraries. How these laws affect your library’s finances, including your investment policies, will also be discussed. Plus, you’ll also learn more about the Open Meetings Act and what library fiscal officers should know about the law.

Segregation of Duties is defined as the process where management divides or segregates key duties and responsibilities among different people to reduce the risk of error, misuse, or fraud.  The goal is to ensure that no one individual controls all key aspects of a transaction or event. In this session you will get an in depth look at testing procedures from the Auditor of State’s office regarding segregation of duties.  Learn more about the procedures that libraries with small business offices can institute to oversee all phases of fund management and maintain internal controls. This session will also outline statutory limitations regarding gifts offered to those in public service from vendors, potential vendors, regulated communities, and interested parties. In addition, this session will cover public contracts under the Ohio Ethics Law, including information regarding illegal authorization of public contracts, selling goods and services to public agencies, and nepotism prohibitions.

Presenters:
Mr. George C. Morrison, MLIS is the Youth Services Librarian at the Delaware County District Library’s Main Library. He is dedicated to diverse materials and inclusive programming selections for his library. George presents professional development programs to school and public library staff across Ohio on the subjects of Reluctant Reader Strategies, Storytelling, and Vocal Manipulation.

Emily Sanders is the Children’s Services Coordinator at the Meigs County District Public Library (Pomery, Ohio). She manages the children’s department at all four branches of the library. She encourages children and their families to read and spend time together through the library’s collection and programs. She spends her time interacting with children both inside the library and during community visits. Emily plans and hosts summer reading programs, storytimes, seasonal programs, and more along with her Children’s Services assistant, and shapes the children’s collection.

Angie Sharkey is the Youth Services Manager at the Columbus Metropolitan Library’s Gahanna Branch. She has been doing storytimes and children’s programming in libraries in Central Ohio for almost 20 years. Her passions and talents are centered around programming for babies and toddlers.  She believes that storytimes are the gateway to lifelong readers and library users. She helped facilitate the Gahanna Story Trail by bringing together community teens to write and illustrate a unique story (updated each year) for display in Friendship Park.  Families can walk a trail, enjoy the story and participate in early literacy activities along the way.  

Natalie Walton is the Youth Services Coordinator at the Ada Public Library. She works in a small town of 5,500 people, providing special programs and activities for infants to young adults at the library. Natalie is a frequent presenter and her topics have included Gross Games Part I & Part II, Summer Reading Games for Tweens & Teens, Alien Dissection for Tweens, and Public Libraries-Public Schools Collaborations. Natalie is an active board member of the Ada Area Chamber of Commerce representing the Ada Public Library, as well as community events.

 

Overview:
When libraries closed to the public in March due to the coronavirus, many creative and innovative people stepped up to ensure that their patrons continued to receive services and programming that they had come to rely on. During this webinar, you will hear from four Youth Services professionals who used trial and error to conquer the challenge of providing virtual storytime programs to their communities.

You’ll learn tips and tricks for creating online storytimes with ease. Topics will include using Facebook LIVE, uploading pre-recorded content on the library’s Facebook page and/or using YouTube. Plus, you’ll learn more about creative apps that allow pre-recording and editing to be much more interesting and simpler. This diverse group of panelists from libraries of different sizes and parts of the state simply don’t know the meaning of the word “can’t.” They found a way. Find out how they did it and continue to create successful virtual storytimes for their communities.

This webinar will allow time for Q&A.

The OLC invites all library directors (from OLC Institutional Member Libraries) to participate in a special meeting with the new State Librarian of Ohio, Wendy Knapp. This is an opportunity to hear her views on the role of the State Library of Ohio and gain a better understanding of how Ohio’s public libraries fit into her vision.

Knapp was appointed State Librarian in May and began her new role last month. She has 18 years of library experience that includes state and public libraries. She was formerly the Deputy Director of Statewide Services at the Indiana State Library, where she was in charge of the Professional Development Office, Library Development Office, and Management Information Services Division.

This event is free; but library directors must register to attend.

Webinar Overview:
To become a true ally in the fight against racial injustice requires tough conversations. Finding a starting point isn’t easy and it can be uncomfortable. The OLC is committed to efforts that support ongoing learning, action, and engagement on issues of equity, diversity and inclusion. This event is a first in a series of programs to help tackle these challenging issues. It is designed to spark conversations and serve as an introduction to the concepts of power, identity, and oppression, and how they impact the staff, services, programs, collections, and spaces within public libraries. During this webinar, you’ll gain a better understanding of why it is so critical for libraries to focus on race to improve equitable outcomes for all.

This webinar will allow time for Q&A and will be recorded.

Together, Jason Reynolds and Brendan Kiely wrote All American Boys, a young adult novel told in alternate chapters by high school classmates Rashad, who is Black, and Quinn, who is white. Rashad is wrongfully accused of shoplifting and is assaulted by a police officer—he is beaten so badly he is hospitalized. Quinn not only witnesses the assault, he knows the police officer personally. When a video of the attack goes viral, their classmates take sides and Rashad and Quinn are forced to think and talk about race in ways they hadn’t before.

Jason Reynolds is a #1 New York Times bestselling author, a Newbery Award Honoree, a Printz Award Honoree, a two-time National Book Award finalist, a Kirkus Award winner, a two-time Walter Dean Myers Award winner, an NAACP Image Award Winner, and the recipient of multiple Coretta Scott King honors. Reynolds is also the 2020–2021 National Ambassador for Young People’s Literature. He often speaks about his own early years as a reluctant reader and says his books are for students who don’t see themselves reflected in the pages they are assigned in school.

Brendan Kiely is a New York Times bestselling author of All American Boys (with Jason Reynolds), The Last True Love StoryThe Gospel of Winter, and Tradition. He received a Coretta Scott King Author Honor Award, the Walter Dean Myers Award, the Amelia Elizabeth Walden Award. Known for his activism around racial justice, Kiely is a former high school teacher who writes dramatic, realistic fiction that engages young people in social issues. His work has been selected twice as one of the American Library Association’s Best Fiction for Young Adults and was a Chicago Public Library Best of the Best.
