Program Overview:
This half-day, online workshop is primarily designed for new fiscal officers, deputy fiscal officers, and library directors who want to learn more about the roles and responsibilities of fiscal officers in a public library setting. This education can also serve as a valuable refresher for more seasoned fiscal officers. You will gain a better understanding of some of the duties of a public library fiscal officer and receive the latest information on library funding and key legislative issues impacting public libraries.

Topics include:

  • OPERS definition of earnable salary
  • How to properly handle a retire/rehire
  • How to navigate OPERS employer contribution system
  • How to meet the requirements for the PEDACKN Independent Contractor Forms
  • How current state revenues affect recent Public Library Fund (PLF) distributions
  • History of the PLF
  • Legislative issues that impact public libraries
  • Fund Accounting
  • GASB 54
  • Different audit options for different entities.
  • How your library’s working budget and budgetary statements should be prepared.
  • Ohio Compliance Supplement matrix — know what the auditor is going to ask you and what records the auditor is going to request
  • Ensure compliance with laws and regulations that apply to public libraries.

Learning Objective:
Learn the latest information from OPERS and the Ohio Auditor of State Keith Faber’s Office as well as library funding and key legislative issues impacting public libraries.

Intended Audience: Public library fiscal officers, deputy fiscal officers and library directors.

Continuing Education Credits: For those working toward their Ohio Public Librarian or Ohio Public Library Staff re-certification, this webinar counts as (3) continuing education contact hours of credit.

CPIM Credit: This workshop qualifies for 3.25 hours of continuing education credit for the Ohio Treasurer’s Center for Public Investment Management (CPIM). You must report your hours to MyCPIM no later than Sept. 10 (a password will be provided at the end of each session).

9:15 -10:30 a.m. | OPERS Reporting and Library Reporting

Presenter: Ruth Morrison, Employer Compliance Specialist, OPERS

Gain a better understanding of a library fiscal officer’s responsibilities with respect to OPERS reporting and applicable library policy. You will learn what comprises earnable salary, how to properly handle a retire/rehire, how to navigate the Employer Contribution System, and how to meet the requirements for the PEDACKN Independent Contractor Forms. This session will use real-life scenarios and examples to assist you along the way.

10:45 – 11:45 a.m. | History of the PLF – How Library Funding Works

Presenters:  Michelle Francis, Executive Director, Ohio Library Council; and Jay Smith, Director of Government and Legal Services, Ohio Library Council

Gain a better understanding of how the Public Library Fund (PLF) has historically been funded and distributed to counties and how current state revenues affect recent distributions. You will also learn more about the various resources that the OLC provides to fiscal officers and directors.

This training session is designed to provide information on:
