OBM Issues New Guidance on Coronavirus Relief Funds (CRF) for Public Libraries

The Ohio Office of Budget and Management (OBM) recently updated their guidance document for public libraries on the extension of the Coronavirus Relief Funds through December 31, 2021.

Background Information

The U.S. Department of Treasury has determined that Coronavirus Relief Funds may only cover costs incurred between March 1, 2020 and December 30, 2020. On December 27, 2020, President Trump signed the Consolidated Appropriations Act, 2021 which provided an extension on the use of the Coronavirus Relief Funds through December 31, 2021.

This program provided funding of $25,000 to each Ohio public library and branch location to be used to assist libraries in operating safely during the COVID-19 public health emergency, including supporting increased sanitation costs, maintaining social distancing, purchasing personal protective equipment (PPE) and other necessary costs to comply with public health orders, local health department recommendations, and best practices. The deadline to apply for the funding was Nov. 16, 2020.

On Aug. 18, 2020, the OLC hosted a webinar with OBM Director Kim Murnieks and Ohio Auditor of State’s (AOS) Center for Audit Excellence Single Audit Coordinator Courtney Shalosky and their staffs on how to apply for the funding, eligibility rules, acceptable uses, and reporting requirements.
