The Ohio Library Council offers a workers’ compensation group rating program to its Institutional Member Libraries that is managed by CareWorks Comp (formerly the Frank Gates Service Company). Through participation in this program, eligible libraries can benefit from significant savings on annual workers’ compensation premiums. The program is offered through our long-standing relationship with OhioNET in collaboration with the Ohio School Boards Association (OSBA) and the Ohio School Business Officials Association (OASBO) to maximize the premium savings for our members. More than 140 public library systems currently participate in our program – the larger the pool, the greater the savings.

Workplace safety is an important component of this program. The letter below outlines the safety services expectations you should have as an employer enrolled in a group-rating program. To succeed in accident prevention, we encourage you to use the resources listed below. We believe a group-rating program is a partnership that includes you and your employees, CareWorks Comp, OLC and Ohio BWC. Each has specific roles and responsibilities, all designed to assist in preventing workplace accidents.
As a group rating program sponsor, the OLC supports the Ohio Bureau of Workers’ Compensation’s “Risk Control 360” program.
